New European Policy: Filling the Awareness Gap

In 2015, the Institute of World Policy has launched the “New European Policy: Filling the Awareness Gap” project. The objective of this project is to improve the awareness of the EU citizens on importance of support for reforms in Ukraine and to promote pro-European reforms in Ukraine.This project is supported by the UNITER program, funded by the US Agency for International Development (USAID) and implemented by Pact, Inc.

Stronger support from the European Union would help Ukraine become successful and prosperous state committed to liberal European values and principles. Therefore, our goal is to promote European integration and democratization of Ukraine.

This project follows up the previous initiatives of the Institute of World Policy supported by the US Agency for International Development, such as:
1. Ukraine’s Soft Power: the Tool for Effective Foreign Policy (02.03.2011 – 30.09.2011);
2. Ukraine’s Soft Power in the European Union: Addressing Key Issues (15.05.2012 – 07.12.2013);
3. New European Policy (01.02.2014 – 06.30.2014).

This project is designed for a wide range of stakeholders both in Ukraine and in the European Union. In order to attract the widest possible support for the pro-European course of Ukraine, the Institute of World Policy plans to conduct a series of public events (media clubs, debates and conferences) in Kyiv and in the capitals of EU member states. Furthermore, the project includes the large-scale opinion poll on the attitudes of citizens of the EU member states towards Ukraine and its European aspirations, as well as towards the conflict in Donbas. The IWP’s experts have prepared / are working on analytical papers on urgent issues of European integration of Ukraine and its relations with key foreign partners.

“Ukraine-EU: a Year after Signing the Association Agreement”

On May 12, 2015, the Institute of World Policy has held an annual international conference on relations between Ukraine and the EU in partnership with the Ministry of Foreign Affairs of Ukraine. Speakers of the first panel have discussed a wide range of issues related to political and security dimensions of cooperation between Ukraine and the European Union.

The conference has been attended by Ukrainian and foreign diplomats, politicians and experts involved in the process of European integration of Ukraine. Speakers of the first panel have discussed a wide range of issues related to political and security dimensions of cooperation between Ukraine and the European Union, while the second panel has been dedicated to the introduction of the Deep and Comprehensive Free Trade Area between Ukraine and the EU.

Visit of the EU opinion leaders to Ukraine

In late April, the IWP has organized a two-day working visit for 27 opinion leaders, experts and journalists from the EU member states to Ukraine in partnership with the CIDOB (Barcelona Centre for International Affairs, Spain).

In two days, they have met with top government officials, deputies, leading Ukrainian experts and public figures, as well as with regional opinion leaders invited by the IWP to Kyiv from Kharkiv, Odesa, Dnipropetrovsk and Lviv. In particular, European analysts had off-records talks with the Head of Presidential Administration Borys Lozhkin, the Prime Minister Arseniy Yatsenyuk, the Head of the Security Service of Ukraine Valentyn Nalyvaichenko, the Minister of Finance Natalie Jaresko and other officials.

The debates on the state of reforms in Ukraine organized by the IWP in EU member states

For the debates, the Institute of World Policy has chosen three states that play key roles in the EU, but are often exposed to Russian pressure, propaganda and lobbying. Those states are Austria, France, and Germany.

The public debates on Ukrainian reforms organized by the IWP in Berlin

On September 22, the IWP has held the public debates titled “Ukraine: What Model to Implement?” in Berlin in cooperation with the German Council on Foreign Relations (DGAP).

The debates have been attended by Dmytro Shymkiv, the Deputy Head of the Presidential Administration of Ukraine; Johannes Regenbrecht, the Head of the Task Force for Ukraine at the Ministry of Foreign Affairs of Germany; Oksana Nechyporenko, the Council Member of Reanimation Package of Reforms; Peter M. Wagner, the Deputy Head of the Support Group for Ukraine. The debates have been moderated by Dr. Stefan Meister, the Head of Programs on Eastern Europe and Central Asia at the DGAP.{3}

Public debates organized by the IWP in Vienna

On October 12, the IWP has held the public debates titled “European Ukraine: Real Prospects, Real Problems” in Vienna in partnership with the International Center for Advanced and Comparative EU-Russia-CIS Research (ICEUR-Vienna).

The debates have been attended by Oleh Rybachuk, former Deputy Prime Minister of Ukraine for European Integration and Director of Centre UA; Vadym Miskyi, coordinator of expert groups at Reanimation Package of Reforms; Dr. Erhard Busek, the former Vice Chancellor of Austria; Dr. Heidemaria Gürer, the Head of Department for Eastern Europe, Central Asia and Eastern Partnership at the Federal Ministry of Europe, Integration and Foreign Affairs. The discussion has been moderated by Hans-Georg Heinrich, the Vice President of ICEUR-Vienna.{4}

The public debates organized by the IWP in Paris

On December 10, the IWP has organized the public debates titled “Reforms in Ukraine in the Context of Political and Security Challenges” in Paris in partnership with the Institute for International and Strategic Affairs (IRIS).

The event has been attended by over 100 persons, which had confirmed the interest of French expert community towards Ukrainian issues.

Following those debates, the Institute of World Policy plans to prepare three policy papers on the major trends in Ukraine’s relations with Germany, Austria, and France. These policy papers will become parts of the “Audit of the Foreign Policy of Ukraine” project aimed at development of recommendations for proactive foreign policy for Ukraine.

The opinion poll “What do EU Citizens Think about Ukraine?”

On the IWP’s request, TNS had conducted an opinion poll on the perception of Ukraine in the eight member states of the European Union: France, Germany, the UK, Italy, the Netherlands, Poland, Spain, and Sweden.

The IWP tried to find out how the citizens of these countries perceive Ukraine and the war in Donbas, and how they relate to possible membership of Ukraine in the European Union (their pros and cons).

The results of this large-scale opinion poll have been delivered in two stages. On June 24, 2015, the IWP has unveiled the associations that citizens of different EU states have with Ukraine, as well as their arguments for and against Ukraine’s membership in the EU; later, on November 4, the IWP has revealed the results of the opinion poll on the Europeans’ perception of the conflict between Ukraine and Russia.

To find out whether the Ukrainians’ perception of their own country is different from the perception of the EU citizens the IWP has conducted the “mirror” poll among the Ukrainians.

Policy paper “How Could the EU Accelerate Reforms in Ukraine?”

The policy paper “How Could the EU Accelerate Reforms in Ukraine?” has been presented on November 26. This research contains recommendations for the member states of the European Union on making the EU’s policies more cohesive towards Ukrainian reform process.

After the presentation, the expert discussion has been held, attended by representatives of the Government, diplomatic corps, and international and Ukrainian experts. The participants have assessed the current level of the EU’s assistance for reforming the country and discussed the expectations of various stakeholders on further EU support, as well as potential recommendations.

““Membership Perspective for Georgia, Moldova and Ukraine: Impossible, Forgotten or Hidden?”

This draft analytical paper has been presented on November 20 at the Eastern Partnership Civil Society Forum. In this study the authors reviewed current situation in the European Union’s relations with Georgia, Moldova and Ukraine. The authors of the paper are Ivan Chkhikvadze (Open Society Foundation (Georgia)) and Leonid Litra (Institute of World Policy).

International Conference “Ukraine – EU: Turning Challenges into Opportunities”

On May 20, the Institute of World Policy organized its traditional international conference on Ukraine-EU relations. It is annual IWP event held in partnership with the Ministry of Foreign Affairs of Ukraine on the eve of Europe Day.
The conference, marking two-year anniversary of signing of the Association Agreement between Ukraine and the EU, brought together diplomats, politicians, researchers, public activists and journalists who are engaged in the process of European integration of Ukraine.

The aim of the event was to discuss and sum up the realization of European integration course with representatives of four key actors: the Government of Ukraine, the EU authorities, the Parliament of Ukraine, and Ukrainian civil society, in particular:Pavlo KLIMKIN, Minister of Foreign Affairs of Ukraine, Jan TOMBINSKI, Head, EU Delegation to Ukraine, Geoffrey R. PYATT, U.S. Ambassador to Ukraine, Carl BILDT, Minister of Foreign Affairs of Sweden (2006-14), Member of the IWP Supervisory Board.

Ukraine’s Foreign Policy Audit

The Institute of World Policy has launched a large-scale analytical project Ukraine’s Foreign Policy Audit.
The objective of this project is to explore mutual interests of Ukraine and a number of strategically important states in order to develop recommendations for proactive foreign policy of Ukraine and become involved into development of revised foreign policy strategy for Ukraine.

Ukraine-Germany

The first presented study was dedicated to Ukrainian-German relations. The IWP’s recommendations on strengthening the cooperation between the two countries was presented on February 9 at the public debates titled “Ukraine-Germany. How to Turn Situational Partnership into Priority One.” The event was attended by Ukrainian and German experts, diplomats, and representatives of business and civil society.

Ukraine-U.S.

On March 29, the Institute of World Policy held a public debate “The USA for UKRAINE: Partner, Patron or Ally?” where presented the research “Foreign Policy Audit: Ukraine-U.S.” Vadym PRYSTAYKO, Deputy Minister for Foreign Affairs of Ukraine, Geoffrey R. PYATT, U.S. Ambassador to Ukraine, and Andy HUNDER, President, American Chamber of Commerce in Ukraine, presented their remarks on the US-Ukraine relations.

Ukraine-Hungary

On April 20, the Institute of World Policy held a public discussion “Ukraine-Hungary: Toward a Balanced Partnership” and presented a discussion paper “Foreign Policy Audit: Ukraine-Hungary”. The discussion paper was prepared by Ivan Medynskyi, research fellow at the IWP, and Bence Kapcsos, invited Hungarian expert. László Csaba Pap, Deputy Chief of Mission of the Embassy of Hungary in Ukraine and Dmytro Tkach, Ambassador of Ukraine to Hungary (1992-1997; 2006-2010) took part in the discussion.
