Winners of this year ranking are current diplomatic guardians of the Ukraine-EU dialogue: the Head of the Mission of Ukraine to the EU Kostiantyn Yelisieiev and the Head of the EU Delegation to Ukraine Jan Tombinski.For foreign ambassadors in Ukraine, the year of 2012 has become another significant test on their diplomatic skills. Based upon the results of our rating, winners were not those who acted under “your words can and will be used against you” principle. Winners became convincing public figures who were aggressive only in a positive sense of this word.

This year we have considered the requests of the experts and along with two top-10 ratings, we are also publishing lists of Ambassadors who have got in the second top-10 in order to present comprehensive picture of all diplomats’ activity, not only strategic partners of Ukraine. The top list of the Ambassadors of the Institute of World Policy is not just a competition of personalities, but also of countries: ambassadors, who represent key partners of Ukraine on the global arena or work in such countries, have more opportunities to be the focus of experts and journalists attention and thus, get in our top-list.

This is already the third recognition for Yelisieiev, while for Tombinski this is only the first one. And considering his short-time work in Kyiv, it has become some kind of advance reward for one of the most professional Polish diplomats. Anyway, we hope that development of EU-Ukraine relations in 2013 will allow the winner-ambassadors to justify the credit of trust given by Ukrainian experts and journalists.
