Leonid Litra, Senior Research Fellow at the Institute of World Policy, took part in a workshop “Le Border Security in Eastern Europe: Lessons for NATO and Partners”, held in Chisinau on October 3-4, 2016.The two-day workshop was organized by the German Marshall Fund of the United States with the support of NATO Science for Peace and Security Programme.\
The experts discussed border security challenges in Eastern Europe. How to address shifting narratives: local/external engagement, international/national security, stability over democracy?

IWP research fellow Leonid Litra acted as a moderator of the second session “Protracted Conflicts Crossing Borders – Managing Long-term Instability in Eastern Europe”. The participants of the session discussed the conflicts in Transnistria, Donbass and others, trying to find answers to the following questions: What conclusions can be drawn from the different conflicts to launch new, potentially border-crossing, initiatives? How can shared experiences lead to sharing capabilities, particularly in the field of enhanced cooperation of border services? Is the 3D-strategy (demilitarization, decriminalization, democratization) a must-have in contemporary approaches?

The participants also discussed the Strategy of Controlling Borders in the Black Sea Region. Can cross-border cooperation through border assistance missions, as EUBAM successfully demonstrates in Moldova, tackle widespread issues such as human trafficking, organized crime and illegal narcotics trade?
