Leonid Litra, senior fellow of the Institute of World Policy, presented the results of the fourth edition of Index of European Integration of the Eastern Partnership States on the 6 Eastern Partnership Civil Society Forum.The Forum took place in Batumi on 20-21 November under the title “EU Integration and Common Security: Make it happen”.
According to the Index results Ukraine is placed on the third place given that it lost much time in advancing reforms during Yanukovych rule.

“Today a reload of some reforms is observed but still the Index did not cover this given that the Index evaluates the progress achieved until end of July 2014. Moldova kept the first place however Georgia, which is on the second, is very close now to Moldova. The gap between the three countries which signed the association agreement and the other 3 which did not (Armenia, Azerbaijan, Belarus) increased and it becomes obvious that there is a multi-speed Eastern Partnership”, – said expert of the IWP Lenid Litra.

At the panel participated the Speaker of Georgian Parliament, EU officials and experts from other EaP states.

Over 200 participants attended the forum representing all the EaP countries as well as EU countries and representatives from EU institutions, Georgian officials.

Institute of World Policy finalized its agenda for 2015
Institute of World Policy conducted a survey among more than 190 officials, Ukrainian and foreign experts, diplomats, journalists and active citizens on which issues should be covered in 2015.According to the respondents, IWP should focus its attention in 2015 on the following issues: security and defense issues, in particular, cooperation with NATO (55%); specific European integration issues (46%); assessment of domestic processes with a particular impact on foreign policy of Ukraine (38%), and advocacy campaigns on the EU integration issues in Ukraine (37%).
The respondents’ opinions on who is primarily affected by the IWP activities have divided with 49% saying it is Ukrainian society, and 45% – foreign experts and decision makers. Meanwhile, 64% of the respondents believe that the level of trust to the organization is high, and 31% – very high.
Due to the respondents, in 2015 IWP should be more actively engaged in such issues as: advocacy campaign on reforms aimed at Ukraine’s Europeanization, evaluation of provisional implementation of the Association Agreement, projects aimed at internal integration and reconciliation, advocacy campaign in the EU about the reforms in Ukraine, dismantling post-Sovietness and others.
The survey was conducted in order to determine the IWP’s agenda for 2015. Totally, 192 persons took part in the survey.

The previous survey, conducted in 2012 , showed that the most popular among respondents were issues related to the European integration, advocacy campaign on EU integration and the post-Sovietness dismantling. The Institute of World Policy fulfilled its agenda, which was formulated on the basis of the survey, for 85%.
IWP Responded to a False Comment of Russia’s MFA on Peacekeeping Mission

“In the comment of the Russian Ministry of Foreign Affairs there is not a single word about the actual facts stated in our analytical paper. Instead, the Russia’s MFA tried to discredit the research by fabricating and manipulating the facts. The reaction of Russian diplomats is the best proof that the peacekeeping mission in the Republic of Moldova should be reformed.
One of the main conditions for success according to the standards of UN is an impartiality of peacekeeping mission. Obviously, Russia does not qualify for such a description while supporting the regime in Transnistria”.

IWP Helped to Organize “Street Eurouniversities” in Moldova
In partnership with the Institute of World Policy, the Institute for Development and Social Initiatives (IDIS) “Viitorul” organized 12 “Street Eurouniversities” in different towns of Moldova.The results of the information campaign “Moldova, Europe”, dealing with different aspects of European Integration, were presented at a press conference in Kishinev on the 8th of October. The project was financially supported by the Open Society Foundations.

The project mirrored an earlier project of the IWP – “Street Eurouniversities” and exemplified the social imparity between Moldova and EU and the expected effects of the Association Agreement. Within these events, IDIS experts talked with citizens about Moldova’s European course and presented by means of 45 cartoons, situation in Moldova compared to the EU in various spheres of life. The images were accompanied by text and statistical data extracted from different studies.

Experts were accompanied by international officials, such as representatives of the EU Delegation in Moldova, Moldovan foreign embassies, and local and central authorities.
As Leonid Litra, senior fellow at the IWP, said in the press conference: ”Citizens do not have time to read thousands of pages of the Association Agreement. Therefore, civil society has an important role to inform the public about the responsibilities and benefits of document. Such information campaigns are necessary in the reform processes”.

The advocacy campaign promoting European values started at Edinet on the 5th of July, 2014.
The predecessor of the project in Ukraine – “Street Eurounivesities” visited more 18 cities of Ukraine and its major impact was recognized with the PASOS Think Tank Achievement Award 2013. In general, about 35 thousand Ukrainians were guests to this unique for Ukraine event.

IWP Research on Reform of the Peacekeeping Mission in Transnistria Discussed in Brussels
On the 2nd of October, the IWP’s analytical report “The reform of the peacekeeping mission in Transnistria: a premise for conflict settlement” was presented at the round table in European Policy Centre (Brussels).The authors of the research Leo Litra, senior fellow at the Institute of World Policy, and Corneliu Ciurea, senior fellow at the Institute for Development and Social Initiatives “Viitorul” (Kishinev), presented the analytical report. Ervan Fouere, associate senior research fellow at the CEPS and former Special Representative of the OSCE for the Transnistria settlement process, commented the main findings of the research.

Among the participants of the round table were diplomats accredited to the European institutions, leading experts, representatives of the Council of Europe and European External Action Service. Amanda Paul, policy analyst at the European Policy Centre, acted as moderator of the discussion.

The report “The reform of the peacekeeping mission in Transnistria: a premise for conflict settlement” was developed by the Institute of World Policy and IDIS “Viitorul” (Republic of Moldova) with the financial support of the German Marshall Fund. The authors Corneliu Ciurea, Alyona Getmanchuk, Leonid Litra, Eduard Tugui examined the role of the peacekeeping mission in Transnistria and its evolution over the 22 years. Experts also analyze several scenarios of reforming it in the context of events happening in Ukraine and their impact on Moldova.
