Ukrainian Minister of Foreign Affairs Petro Poroshenko Presented IWP Deputy Director Serhiy Solodky with a Special Recognition Certificate

Petro Poroshenko, the minister of foreign affairs of Ukraine, has presented Serhiy Solodky, the deputy director of the Institute of World Policy, with the Ministry’s Certificate of Special Recognition.The ceremony took place at the Arts Arsenal Museum as part of the celebration of the Diplomat’s Day, on December 25, 2009.

During the award ceremony, the minister noted Serhiy Solodky’s dedication and professionalism in an objective and full coverage of the conduct of Ukraine’s foreign policy.

The Institute of World Policy and The International Centre for Policy Studies Have Completed a Conference Series on the Future of the Foreign Policy of Ukraine

On December 21, 2010, the International Centre for Policy Studies (www.icps.kiev.ua) and the Institute of World Policy held a conference on the future of the foreign policy of Ukraine. Experts’ discussion in Kyiv was the last in a series of the national debate.The series “New Foreign Policy for Ukraine” consisted of five conferences held in Dnipropetrovsk, Lviv, Odessa, Kharkiv, and Kyiv. As the result, analysts of ICPS and IWP summarized core ideas of Ukrainian experts and produced a report with foreign policy recommendations for the next president of Ukraine.

Alyona Getmanchuk, IWP director, moderated the conference in Kyiv. Senior experts of the final discussion included those from Souspilnist Foundation (www.souspilnist.org); Research Association of The Institute of Foreign Affairs of Taras Shevchenko National University; the Young People’s Movement (www.mnr.org.ua) and the Ministry of Foreign Affairs.

The main topics of the discussion were opportunities, prospects, priorities, and challenges of the relations with the European Union, Russia, NATO, and the United States.

The analysts of IWP and ICPS are preparing reports based on the findings from the conferences held in Dnipropetrovsk, Lviv, Odessa, and Kharkiv. They will produce a Policy Note about the future foreign policy of Ukraine for the next President.

The Institute of World Policy is officially introduced

The official presentation of the Institute of World Policy took place on December 16, 2009, at the Hyatt Hotel in Kyiv. The introduction of new analytic centre attracted a wide range of Ukrainian diplomats, politicians, ambassadors and experts in foreign affairs.Viktor Shlinchak, Chair of the Supervisory Board of the Institute of World Policy and Alyona Getmanchuk, director of the Institute started the ceremony with the speech. Leaders of the IWP outlined the fields of future activity of new strategic centre. The mission of the Institute is to inform and educate policy makers, experts, journalists, and the general public about events and trends in international relations as it concerns Ukraine and Ukraine’s foreign policy.

John Tefft, the ambassador of the USA to Ukraine, Dr. Hans-Jurgen Heimsoeth, the ambassador of Germany to Ukraine, Yuriy Yekhanurov, the first deputy of Head of the President’s Secretariate, Borys Tatrasyuk, the head of Parliamentary Committee for European integration, Hennadiy Udovenko and Anatoliy Zlenko, ex-ministers of Foreign Affairs of Ukraine took part in the presentation.

Mrs. Hanne Severinsen, Co-Rapporteur of the Monitor Committee of the Council of Europe on Ukraine’s implementation of duties and obligations before the Council of Europe between 1997 and 2008, represented The Strategic Advisory Council of the Institute of World Policy at the presentation. Other members of The Strategic Advisory Council are David J. Kramer, Senior Transatlantic Fellow of The German Marshall Fund of the United States, U.S. Undersecretary of State (2008-2009), James Sherr, the Head of Russia and Eurasia Program of Chatham House and William Taylor, Vice President of Center for Post-Conflict Peace and Stability Operations of United States Institute of Peace, U.S. Ambassador to Ukraine (2006-2009).

Mrs. Hanne Severinsen took a public lecture on the eve of the official presentation at the Hyatt Hotel. The name of speech of the Danish politician was “The Enchanted Circle, Ukraine and the EU.”

The Institute of World Policy initiates the series of new projects related to the European ant Euroatlantic integration processes of Ukraine. All these programs would be implemented in cooperation with international analytic and strategic centers.

The Director Of The Institute Of World Policy Took Part In The Presentation Series “Ukraine Before The Presidential Election” In Germany

The director of the IWP Alyona Getmanchuk took part in the presentation series “Ukraine before the presidential election: chances and prospects” in Germany December 9 to December 12, 2009. Professor Oleksiy Haran and historian and political analyst Mykola Ryabchuk also delivered speeches and discussed the topics during presentations in Munich, Cologne, and Berlin.

The Ludwig Maximilian University and The Carl Friedrich von Siemens Fund were partners of the event in Munich. The Lew Kopelew Forum assisted in Cologne. There were two events in Berlin. Ukrainian delegation met experts of The Science and Policy Foundation, and then took part in the discussion with guests of The Berlin European Academy.

Alyona Getmanchuk delivered four speeches on the foreign policy of Ukraine.

Professor Oleksiy Haran presented his new book «Ukraine in Europe – Questions and Answers» during the presentation series in Germany. This book covers some interesting aspects of the Ukrainian political processe for the international audience.

Северинсен обеспокоена избирательным законодательством Украины (оригінал – російською мовою)

Советник премьер-министра Украины на общественных началах, содокладчик ПАСЕ по вопросам выполнения Украиной обязательств перед Советом Европы в 1997-2008 годах Ханне Северинсен выражает обеспокоенность по поводу неурегулированности украинского избирательного законодательства накануне выборов Президента Украины. Об этом она заявила сегодня во время общения с журналистами в Институте мировой политики в Киеве.Отвечая на вопрос относительно оценки хода президентской избирательной кампании в Украине, Северинсен отметила, что в любой демократической стране возможны ситуации, когда во время выборов возникают нарушения.

Она также сказала, основываясь на собственном политическом опыте, что негативными тенденциями на выборах являются обещания многих политиков, которые в реальности невозможно выполнить.

Говоря конкретно о ситуации в Украине, Северинсен выразила обеспокоенность и критически оценила состояние дел, когда при принятии закона о выборах Президента не были учтены рекомендации Венецианской комиссии, Совета Европы, а, следовательно, на сегодняшний день это законодательство до сих пор не урегулировано.

«Изменения происходят в последний момент, накануне выборов», – отметила она.

Україна нагадує Северінсен дівчину, яка чекає запрошення до танцю

Радник прем’єр-міністра України на громадських засадах, співдоповідач ПАРЄ з питань виконання Україною зобов’язань перед Радою Європи у 1997-2008 роках Ханне СЕВЕРІНСЕН заявила під час спілкування з журналістами в Інституті світової політики у Києві, що Європейський Союз втратив історичну можливість запропонувати Україні реальну перспективу стати членом цієї організації.«Євросоюз мав би тісніше співпрацювати з Україною, але він втратив цей історичний момент», – сказала Х.СЕВЕРІНСЕН, уточнивши, що у 2005 році внутрішня і зовнішньополітична ситуація навколо України була сприятлива для початку практичної інтеграції у ЄС шляхом проведення реформ і реального досягнення відповідності європейських критеріїв та вимог.

Однак, пояснила Х.СЕВЕРІНСЕН, цього не сталося через «перевантаження» Євросоюзу новими членами, які увійшли до складу організації після чергової хвилі її розширення.

«Що мав тоді сказати ЄС: приходьте до нас, це довгий шлях, але в кінці є світло», – зауважила Х.СЕВЕРІНСЕН і додала, що, на жаль, ЄС такої заяви не зробив.

Водночас, наголосила вона: «Чи повинна Україна сьогодні сидіти і чекати на запрошення до танцю, як дівчина?».

На думку Х.СЕВЕРІНСЕН, самі українці повинні визначити для себе, чи хочуть вони запроваджувати демократичні цінності, верховенство права, високий рівень розвитку економіки і соціальні стандарти, насамперед, для себе, а не для Європи. На її переконання, це повинен бути внутрішній вибір самої держави, а не спонукання ззовні.

«Україна має великі перспективи і в майбутньому має усі шанси стати членом Євросоюзу», – висловила переконання Х.СЕВЕРІНСЕН.

Hanne Severinsen delivered a public lecture at the Institute of World Policy to young Ukrainian leaders interested in issues of Ukraine’s European and Euro-Atlantic integration. The presentation’s topic of the Danish politician was “The Enchanted Circle: Ukraine and the EU.”Mrs. Severinsen is a member of the Strategic Advisory Group of the Institute of World Policy. She served as Co-Rapporteur of the Parliamentary Assembly of the Council of Europe between 1997 and 2008.

Pointed the lost chances for Ukraine to become a member of the European Union: “In 2005, after the Orange Revolution, there was a great chance to guide Ukraine to membership in the EU. However, the EU was already exhausted by new members’s inflow,” said Mrs. Severinsen.

She believes that the progress toward EU membership is natural for Ukraine, and at some point it would become irresistible for the EU leader to not admit Ukraine to a full membership. Moreover, full integration would bring a lot of advantages to both Ukraine and the EU.

“Ukraine shouldn’t as a maid sit and wait a proposal to go dance. Your country made a choice of allegiance to democracy and common European values. Making a progress in realizing those values is the best way to engage with the EU.”

The Danish politician arrived to Ukraine at an invitation of the Institute of World Policy. And she is a special guest at the official presentation of Institute, which will take place the same day at the Hyatt Hotel in Kyiv.
