IWP to Take Part in Establishing the New Public Council at the MFA

The IWP director, Alyona Getmanchuk, joined to the initiative group to form a new Public Council (Hromadska Rada) at the Ministry of Foreign Affairs of Ukraine.

The initiative group have a task to prepare and conduct the constituent assembly of a new composition of the Public Council, taking into the account the proposals of the civil society.

As it is noted in the Ministry of Foreign Affairs, the Public Council have to become a partner for the Ministry and to become an effective mechanism for improving the efficiency of the Ukraine’s foreign policy. The Public Council should become a platform for the dialogue between the Foreign Ministry with the civil society and with the experts.

IWP Took Part in the UkraineLab 2017 in Brussels

IWP analyst Daria Gaidai represented the Institute of World policy at the UkraineLab 2017: Fair of project ideas in Support of Reforms in Ukraine, which was organised by the Ukrainian Think Tanks Liaison Office in Brussels on the 22nd February 2017.

The event was conducted with the support of the European Endowment for Democracy, the Konrad-Adenauer-Stiftung, the Mission of Canada to the EU and the International Renaissance Foundation.

The first panel of the Lab was devoted to the reformation of the different areas (from the energy sector to the public administration reformation). Also, the participants of the Lab focused on the Minsk process, on the counter to the Russian propaganda, as well as on the development of possible scenarios in Donbas during the discussion on the second panel. The participants especially emphasised on the so-called red lines of the confict settlement.

As the discussion has demonstrated, the EU representatives are more positive about the Ukraine’s achievements in the reformation than Ukrainian experts are. However, Brussels awaits concrete results of the judicial and administrative reformation in 2017.

The UkraineLab 2017 continued with the Think Tank Forum. IWP analyst together with her counterparts from other Ukrainian think tanks had an opportunity to present the latest research and projects, and to tell about the plans for 2017.

More than 100 representatives from the EU institutions, diplomats, Think Tanks, Business Associations, Consultancies, Academia, Foundations and Media participated in this event.

UkraineLab 2017 was a part of 3days intensive working visit of the representatives of the Ukrainian think tanks, organized by the Office .

IWP co-hosted a discussion “Communicating Europe in a New Regional Security Context”

On February 22, the Institute of World Policy together with Foreign Policy Association of Moldova held a discussion “Communicating Europe in a New Regional Security Context” and presented the analytical report on communicating of European integration.
On February 20 the report was presented in Chisinau.

The aim of the event was to discuss the main findings of the report and challenges in communicating Europe in today’s Ukraine, Moldova, and Georgia.

The analytical report takes into account experience of Ukraine, Georgia, Moldova and the Visegrad Group countries in communicating European integration and proposes detailed recommendations to improve communication strategy.

2 IWP experts entered the Ukrainian-Polish Partnership Forum

Alyona Getmanchuk, a director of the IWP and Kateryna Zarembo, a deputy director of the IWP, entered the Ukrainian-Polish Partnership Forum.

February 7, the Ministry of Foreign Affairs of Ukraine held the inaugural meeting of the Ukrainian part of the Forum.

The Partnership Forum is a mechanism for a bilateral dialogue at the level of civil society, which operates under the auspices of the Foreign Ministers of Ukraine and Poland.

It has become a platform for an exchange of views on the topical issues at the level of civil society of both countries.

Ukrainian participants discussed organisational and substantive aspects of the Forum.

A remind: the need for renewal of the dialogue at the level of civil society, including the historical issues, were raised during the public debate “How to demine Ukrainian-Polish history?”, which was organised by the IWP in December last year.

In November IWP presented the research “Foreign Policy Audit: Ukraine-Poland” with the recommendations on how to improve a mutual understanding and cooperation between the two countries.

Kateryna Zarembo shared the Ukraine’s perspective of the ENP security dimension in Brussels

On January 31, 2017 IWP deputy director Kateryna Zarembo took part in the civil society consultations “The Review of the European Neighbourhood Policy. Implementation of the security dimension” (Brussels, Belgium).

The consultations were organized by the European Peacebuilding Liaison Office and commissioned by the European Commission and the European External Action Service”.

Kateryna Zarembo shared the Ukraine’s perspective of the ENP security dimension and talked about Ukraine’s security challenges and EU contribution to the security sector reform in Ukraine.

She also presented the key finding of the report “Assessing the EU’s conflict prevention and peacebuilding interventions in Ukraine”, authored by the Institute of World Policy as a part of HORIZON 2020 WOSCAP project.

The objective of the “Whole of Society for Conflict Prevention and Peacebuilding”(WOSCAP) is to enhance the capabilities of the EU for implementing conflict prevention and peacebuilding interventions through sustainable, comprehensive and innovative civilian means.

IWP expert took part in discussion to sum up WOSCAP project progress

Sergiy Solodkyy, first deputy director at the IWP, took part in a comparative and synthetic analysis workshop : ‘EU Capabilities for Peacebuilding and Conflict Prevention using a ‘Whole-Of-Society Approach’.

The event was hosted by the Utrecht University on 18-19 January, 2017.

The consortium of the WOSCAP project and GPPAC members from Mali, Ukraine and Georgia gathered to discuss the substantial empirical and analytical work which has been done on different country case studies, cross-cutting themes and on clusters

In particular, the participants shared progress reports and agreed inputs to Final Research Report – analysis of empirical findings across country cases, clusters and cross-cutting themes. They also identified key themes of the project: assessing and defining EU capabilities using a Whole-of-Society approach.

The first WOSCAP objective is to assess past and ongoing conflict prevention and peacebuilding initiatives of the EU and its partners. The assessment is centred on the EU’s capabilities regarding multi-track diplomacy, security sector reform and governance reform, including a comparative analysis. By including field work through case studies, the project assessed the EU’s conflict prevention and peacebuilding capabilities in a real life context. The IWP carried out a case study on Ukraine.

In the end of the project the consortium will define concrete policy recommendations to enhance EU’s peacebuilding capabilities.

Institute of World Policy Finalized its Agenda for 2017

Institute of World Policy conducted its traditional annual survey among officials, Ukrainian and foreign experts, diplomats, journalists and active citizens on which issues should be covered in 2017.According to the partners, the Institute of World Policy should focus its activities on development of a strategic vision for Ukraine’s foreign policy and evaluation of Kyiv’s relations with the key partners, which emphasizes importance of the “Foreign Policy Audit of Ukraine” project launched in 2016. Second most popular option is security and defense policies, and cooperation with the NATO. Furthermore, many respondents have also mentioned implementation of the Association Agreement with the EU.

The IWP had taken into account all the recommendations provided in the previous year, in particular the ones regarding an information campaign abroad and a research on security issues.

Compared to the previous year, the respondents noted increase in influence on foreign policy decisions of Ukrainian authorities, as well as on attitudes of foreign stakeholders and expert community toward Ukraine.

Furthermore, the respondents have been offered to evaluate various criteria of the IWP’s activities on a 5-grade scale. The poll has shown that the IWP is mostly valued for importance of research topics (4.5), professionalism of its team (4.4) and quality of events (4.4). Such criteria as quality of communications (4.2), quality of analytical materials and recommendations (4.1), and innovations and creativity (4.1) have also received high grades. Moreover, none of the criteria has received low grade.

Compared to the results of the last year’s poll, we should note improvement in grades for such criteria as importance of research topics, quality of events, quality of communications, quality of recommendations, and influence on stakeholders.

The respondents have confirmed importance of the IWP’s mission almost unanimously. The mission of the Institute of World Policy is to develop analytical products and implement projects in order to promote European and Euro-Atlantic prospects of Ukraine, and increase their support by opinion leaders, and EU and NATO officials. The respondents have consistently confirmed importance of the IWP’s mission over past years.

Traditionally, the poll has decisively proven an extremely high level of trust to the organization, as 85% of the respondents have evaluated it as high (23% of them as very high).

The aim of the project “Ukraine’s Foreign Policy Audit” is to provide recommendations for Ukraine’s effective and proactive foreign police. Its findings derive from a number of components, namely:
– 17 studies of Ukraine’s bilateral relations with Ukraine’s key partners (USA, Germany, France, Italy, Austria, Lithuania, Poland, Slovakia, Hungary, Romania, Republic of Moldova, Russian Federation, Belarus, Georgia, Turkey, China, and Japan);
– expert survey of Ukrainian and foreign experts
– opinion survey among Ukrainian ambassadors abroad;
– public opinion survey commissioned by the Institute of World Policy and implemented by TNS Ukraine.

This report was conducted within the project of the Institute of World Policy “Ukraine’s Foreign Policy Audit”. This project is implemented with the support of the Black Sea Trust for Regional Cooperation of German Marshall Fund of the USA, and the “Think Tank Support Initiative” implemented by the International Renaissance Foundation (IRF) in partnership with Think Tank Fund (TTF) with financial support of the Embassy of Sweden in Ukraine.

The participants presented their findings and recommendations of research “Not so quiet on the Eastern front: An Audit of the Minsk Agreements and Ukraine’s reintegration options”.

The research “Not so quiet on the Eastern front: An Audit of the Minsk Agreements and Ukraine’s reintegration options” was presented on 18th of October in Brussels and on 8th of November in Kramatorsk.

The report is a product of joint efforts of experts from the Institute of World Policy, Vox Ukraine, Democratic Initiatives Foundation and Donetsk institute of Information.

The report was prepared under Ukrainian Think Tank Development Initiative (TTDI), which was launched by International Renaissance Foundation (RIF) in partnership with the Open Society Institute for Europe (OSIFE) and Ukrainian Think Tanks Liaison Office in Brussels. TTDI is funded by the Embassy of Sweden in Ukraine.
