Kateryna Zarembo, IWP deputy director, visited Brussels on October 11-12, 2016.On October 12 Kateryna Zarembo took part in expert discussion “Strategic Review of EUAM Ukraine: Gathering civil society input” which took place in Brussels. The EU was represented by the EEAS and European Commission officials. Ukraine’s view was delivered by seven civil society representatives from Kyiv, Kharkiv and Odesa. The aim of the consultations was to discuss the progress in Ukraine’s civilian security sector reform, further reform priorities and streamlining EUAM activities according to Ukraine’s needs.
The event was organized by European Peacebuilding Liaison Office.
Kateryna Zarembo delivered the results of her research on EUAM effectiveness which she conducted within the joint project of IWP and nine other organizations “Whole of Society Conflict Prevention and Peacebuilding” (in the framework of the EU “HORIZON2020” program). The results of her research will be also presented in a working paper (coming soon).
In 2015 Kateryna Zarembo published a policy brief “EUAM’s First Year: Ambitions versus reality”.
On October 12, the Institute of World Policy held a public discussion on the Ukrainian-Chinese relations.Experts, diplomats, policy makers, business representatives, and journalists took part in the discussion, in particular Oleksiy Koval, Member of the Board of Ukrainian Association of Sinologists, Elena Balbekova, Adviser to the First Vice Prime Minister of Ukraine – Minister of Economic Development and Trade of Ukraine, Vasyl Gamianin, former Chargé d’Affaires of Ukraine to China, Iryna Nykorak, Secretary of the interparliamentary relations group with China, Head of the NGO «Silk Link».

The discussion paper on the bilateral relations was presented by one of the authors Andriy Goncharuk, Senior Research Fellow at the National Institute for Strategic Studies, invited expert of the Institute of World Policy.

Leonid Litra, Senior Research Fellow at the Institute of World Policy, took part in a workshop “Le Border Security in Eastern Europe: Lessons for NATO and Partners”, held in Chisinau on October 3-4, 2016.The two-day workshop was organized by the German Marshall Fund of the United States with the support of NATO Science for Peace and Security Programme.\
The experts discussed border security challenges in Eastern Europe. How to address shifting narratives: local/external engagement, international/national security, stability over democracy?

IWP research fellow Leonid Litra acted as a moderator of the second session “Protracted Conflicts Crossing Borders – Managing Long-term Instability in Eastern Europe”. The participants of the session discussed the conflicts in Transnistria, Donbass and others, trying to find answers to the following questions: What conclusions can be drawn from the different conflicts to launch new, potentially border-crossing, initiatives? How can shared experiences lead to sharing capabilities, particularly in the field of enhanced cooperation of border services? Is the 3D-strategy (demilitarization, decriminalization, democratization) a must-have in contemporary approaches?

The participants also discussed the Strategy of Controlling Borders in the Black Sea Region. Can cross-border cooperation through border assistance missions, as EUBAM successfully demonstrates in Moldova, tackle widespread issues such as human trafficking, organized crime and illegal narcotics trade?

28-29 September, Sergiy Solodkyy, first deputy director of IWP, visited Brussels on a business trip.At a round table discussion in the Europarliament on September 29th Sergiy Solodkyy presented «Strengthening security partnership» . The presentation was dedicated to the question of EU and NATO cooperation with Ukraine, Moldova, and Georgia. The discussion was held in this formation because during the time of the July summit the EU and NATO alliance signed a declaration concerning cooperation.
Participants of the round table discussion deliberated how the EU and NATO have to coordinate their efforts for cooperation with Ukraine, Moldova, Georgia; what form new types of cooperation can take, and what common ground exists.

The action was organized by the European Neighborhood Council and the Alliance of Liberals and Democrats for Europe Party.
The following day the experts led a discussion concerning the same theme, located this time in the headquarters of NATO. In particular, the discussion concerned what support the Alliance can provide to the separate states of the Eastern Partnership. Aside from analysts from Ukraine, Georgia, and Moldova, analysts from Romania, Bulgaria, and Azerbaijan also took part. The alliance hopes to attract experts from countries of the region to develop its strategy further.

Kateryna Zarembo, deputy director of the IWP presented on «Ukraine-EU: perspectives for strengthening safety cooperation» during the expert safety debates «Prism Security Debates,» which took place on the 29t of September.{2}
Kateryna Zarembo:
«Before 2014, Ukraine was a contributor to European security. From the start of aggression in 2014 on, Ukraine has also been a recipient of help, and has asked for, and endeavors to receive the help of the EU. This help has been very much appreciated by Ukrainian partners; highly professional specialists have been working in the missions and the responses from Ukrainian beneficiaries are also very positive. And the fact that the EU sent a mission into a country where there is a war is also a very positive point.
Concerning the EUAM mission, the progress in cooperation with Ukraine is great- a year after the rebirth of the mission the mandate was changed and the mission began to give not just strategic advice, but also training and operative consultations. At the same time, however, there is a lack of trust in cooperation with certain organizations. Also a point of concern is the fact that the mission works as if there is no ongoing war. Not always is there a readiness to cooperate in those spheres which might concern ATO. For example, the mission was not ready to take part in the development of antiterrorist centers throughout Ukraine. If one were to ask how the mission encourages the regulation of the conflict, they would answer that «not in any way, that’s not our mandate.»
Recommendations:
• the regional presence in Odessa Oblast’ of the EUBAM mission or the regional office of EUAM must be kept.
• the EUAM Ukraine mission should not distance itself from the war and rely on the artificial seperation of civil and military sectors of safety. Separating them at the moment is unrealistic.
• Speaking about the EU overall, then the key instrument is sanctions, and they must not be the subject of trade.
