A Statement of the Institute of World Policy Concerning the Initiative of the President of Ukraine Viktor Yanukovych of a Non-Alignment Status for Ukraine

Kyiv, Ukraine. February 25, 2010. The Institute of World Policy (www.iwp.org.ua) expresses a deep concern over the intention of the new President of Ukraine Viktor Yanukovych to initiate a legislation installing Ukraine`s non-alignment status.We believe that implementing such a policy is contrary to national interests of Ukraine.

We believe that the new President and his team did not take into account all possible consequences of such a measure. A hasty legislative of a non-alignment status is counterproductive and irresponsible.

We believe that the non-alignment status will not guarantee security, independence, and territorial integrity for Ukraine.

We also believe that implementing the non-alignment would stand on the way to Ukraine`s full European integration and conserve the development of the nation.

We appreciate the intention of the new President of Ukraine to improve relations with the Russian Federation, but we also believe that implementing this goal should not result in the Ukrainian People`s paying a high price in terms of their security and welfare.

We express our outrage about the new President of Ukraine promise of a policy to make Ukraine a «European non-aligned state» without a broad public discussion, expert assessments, or a proper referendum. We urge the new leadership of the country to organize professional discussions concerning this initiative of the new President.

In the opposite case, the Institute of World Policy will become an initiating organizer of the Euro-Atlantic Resistance Movement of Ukraine, which will involve all conscious citizens who care for their European future.

Rebecca Harms Delivered a Public Lecture at the Institute of World Policy

Rebecca Harms, the Europarliament Deputy, delivered a public lecture at the Institute of World PolicyOn February 6, 2010, Rebecca Harms delivered a public lecture at the Institute of World Policy to young Ukrainian leaders interested in issues of Ukraine’s European and Euro-Atlantic integration. The presentation’s topic of the German politician was “The importance of Ukraine’s presidential election to European Union.”

Mrs. Harms is a German politician and the President of the Green Group in the European Parliament. She is the member of Ukraine-EU Inter Parliamentary Cooperation Committee.

The German politician arrived to Ukraine as a member of European Parliament election observation delegation. Rebecca Harms agreed to deliver a lectiure at an invitation of the Institute of World Policy.

During the lecture Mrs. Harms expressed her opinion on affairs between Ukraine and European Union, main tasks for new president of Ukraine, political and economical crisis.

The IWP Director Took Part In 46th Munich Conference on Security Policy

Alyona Getmanchuk, the director of Institute of World Policy, took part in the 46th Munich Conference on Security Policy (Feb 5 to Feb 7, 2010).The world policy leaders, experts on global security, scientists, and world leading journalists visit this annual forum. Main topics of 46th Munich Conference on Security Policy were the world resources sharing, european and global security, the armament control, nuclear non-proliferation treaty, regional conflicts. Special attention was paid to NATO’s strategy in Afganistan.

Petro Poroshenko, the minister of foreign affairs, was the head of Ukraine’s official delegation to 46th Munich Conference on Security Policy.

Alyona Getmanchuk participated in discussions with General James Jones, United States National Security Advisor; John McCain, United States Senator; Karl-Theodor zu Guttenberg, the Minister of Defence of Germany; Carl Bildt, Minister for Foreign Affairs of Sweden; Admiral James Stavridis, NATO\’s Supreme Allied Commander Europe.

The Munich Conference on Security Policy is an annual conference held since 1962 in Hotel Bayerischer Hof in Munich. The conference was founded by German publisher Ewald-Heinrich von Kleist-Schmenzin.The Conference is supported by German Government.

The Institute of World Policy Set Up the Video Conference on Ukrainian Election Between Washington and Kyiv-Based Experts and Media Representatives

On February 2, the Institute of World Policy, in cooperation with the Center For American Progress, held a video conference between Ukrainian and American experts and media representatives. The topic of the conference is “America’s Expectations from the Ukrainian Election.”Senior experts in the Washington studio included Steven Pifer, Senior Fellow at Brookings Institution and former U.S. Ambassador to Ukraine (1998-2000); William Taylor, Vice President of the Center for Post-Conflict Peace and Stability Operations of the United States Institute of Peace, former U.S. Ambassador to Ukraine (2006-2009), member of The Strategic Advisory Group to the Institute of World Policy; Damon Wilson, Atlantic Council Vice President, former Senior Director for European Affairs at the National Security Council during President George W. Bush`s second term; and Samuel Charap, Senior Fellow at the Center For American Progress.

Alyona Getmanchuk, Director of IWP, and Samuel Charap moderated the conference in Kyiv and Washington.

Yuriy Shcherbak, former Ambassador of Ukraine to the USA; Vadym Tryukhan, director of Coordination Bureau for European and Euro-Atlantic integration; Oleksandr Lytvinenko, director advisor of Institute of national security problems; Oleksandr Shcherba, Foreign policy advisor of Arseniy Yatsenyuk; Leonid Polyakov, Head of expert board of Center for Army, Conversion and Disarmament Studies; Mykhaylo Honchar, director of energy projects of NOMOS Center; Kyryl Savin, head of Ukrainian division of Heinrich Boel Stftung; Oleksandr Paliy, expert of Institute for Foreign Policy, Diplomatic Academy of Ukraine and other foreign policy experts of Ukraine expressed their opinions and asked questions to William Taylor, Damon Wilson, Steven Pifer and Samuel Charap.

The video conference between Kyiv and Washington audiences was the first of five conferences scheduled at the Institute of World Policy in 2010. The conferences with experts from Paris, Brussels, Berlin and Warsaw would take place later this year. IWP wants the Ukrainian expert community to become closer to Western colleagues as a result of the video conferences series.

The Ambassadors Expressed Their Opinions About Ukraine’s European Integration After The Presidential Election

On February 1, 2010, the Institute of World Policy in Kyiv held a discussion between ambassadors of Germany, Poland, and France. The topic of the conference, who representing the Weimar Triangle, was “Ukraine in Europe: Expectations After the Presidential Election.”Ambassador of Germany Hans-Jürgen Heimsoeth, Ambassador Poland Jacek Kluczkowski, and Ambassador of France Jacques Faure, expressed their opinions on this issue at the Institute of World Policy.

The Weimar Triangle diplomatists pointed to the re-establishment of cooperation with the IMF, financial crisis issues, fighting corruption, and investment climate improvement, as the necessary steps to make after the presidential elections.

A number of ukrainian foreign policy experts took part in the conversation. Vadym Tryukhan, director of Coordination Bureau for European and Euro-Atlantic integration; Oleksandr Lytvinenko, director advisor of Institute of national security problems; Ivanna Klympush-Tsintsadze, executive director of Open Ukraine Fund; Oleksandr Shcherba, Foreign policy advisor of Arseniy Yatsenyuk; Leonid Polyakov, Head of expert board of Center for Army, Conversion and Disarmament Studies; Mykhaylo Honchar, director of energy projects of NOMOS Center; Kyryl Savin, head of Ukrainian division of Heinrich Boel Stftung; Oleksandr Paliy, expert of Institute for Foreign Policy, Diplomatic Academy of Ukraine expressed their opinions and asked questions to ambassadors.

Around 40 reporters of leading Ukrainian media took part in the conference “Ukraine in Europe: Expectations After the Presidential Election.”

The famous social and political figure of Poland is the new member of the Strategic Advisory Group of the Intitute of World Policy.Adam Michnik, the editor-in-chief of Poland\’s leading newspaper Gazeta Wyborcza, will advice the ukrainian analytic think tank together with James Sherr, David Kramer, Hanne Severinsen, and William Taylor.
